Constitution of the Republic of Moldova
Art.
142(1) Provisions concerning the sovereign, independent and unitary character of the State, as well as those relating to the permanent neutrality of the State, may be revised only with their approval by referendum, with the vote of the majority of the citizens entered in the electoral lists.
(2) No revision may be made if it results in the suppression of the fundamental rights and freedoms of citizens or their guarantees.
(3) The Constitution may not be revised during the period of emergency, siege and war.
