EXTRAORDINARY NATIONAL COMMISSION ON PUBLIC HEALTH

Decision no. 62 of September 22, 2021

 

Considering the analysis of the evolution of the epidemiological situation caused by the COVID-19 pandemic at national level, the increase of incidence - the number of cases in week 37 (13.09–19.09.2021) increased by 50% compared to week 36 (06.09– 12.09.2021), the increase of the contagion rate above the threshold of 1.25, the increase of the positive test rate for SARS-CoV-2 virus, the intense community spread, there are tendencies to aggravate the epidemic process of COVID-19 infection in the Republic of Moldova,

 

in the context of the increased risk of further spread of SARS CoV-2 infection and in order to ensure an adequate degree of preparedness and response to COVID-19 infection, in accordance with the updated recommendations of the World Health Organization on considerations for implementation or adjustment public health measures in the context of COVID-19, as well as European and international good practice,

 

pursuant to art. 58 of Law no. 10/2009 on the state surveillance of public health (Official Gazette of the Republic of Moldova, 2009, no. 67, art. 183), with subsequent amendments, the Extraordinary National Commission for Public Health

 

DECIDES:

 

1. The general measures for the prevention and control of COVID-19 infection, applicable at national level, are established, according to Annex no. 1.

 

2. The public health measures for the prevention of the spread and the control of the COVID-19 infection valid during the state of public health emergency shall be established, according to annex no. 2. The measures provided in annex no. 2 will be implemented from October 1, 2021.

 

3. The National Agency for Public Health establishes, once every 7 (seven) days, every Monday, the alert threshold for the national level and for the first level administrative-territorial units, the second level administrative-territorial units: Chisinau municipality , the municipality of Bălţi and the administrative-territorial units of the autonomous territorial unit of Gagauzia, based on the incidence indicators established in annex no. 2.

 

4. Within 48 hours from the allocation by the National Agency for Public Health of the alert threshold for the first level administrative-territorial units, the second level administrative-territorial units: Chisinau municipality, Balti municipality and administrative-territorial units of the autonomous territorial unit Gagauzia, the extraordinary territorial commissions of public health will be convened, which have the obligation to establish the public health measures provided in annex no.2 for each locality of the administrative-territorial unit under management in accordance with the established alert threshold. The measures applied shall be maintained for a period of 14 days.

 

5. The Ministry of Labor and Social Protection will propose a package of facilities, within its sphere of competence, to encourage the vaccination of front-line employees, whose professional activity involves direct interaction with citizens, at high risk of infection, from the following professional categories:

 

1) the staff of the public and private medical-sanitary institutions, of the socio-medical institutions and of the rehabilitation / recovery / balneal-sanitary institutions;

 

2) staff of childcare centers;

 

3) staff of placement centers for the elderly;

 

4) staff in educational institutions;

 

5) the staff of the postal units that interact directly with the customers;

 

6) staff in banking units that interact directly with customers;

 

7) the employees of the subordinated structures of the Ministry of Internal Affairs and of the Customs Service;

 

8) the employees of the central and local public authorities who have control attributions, as well as all those who, by the nature of the activity, interact directly with the citizens;

 

9) employees of central and local public authorities who provide services by coming into direct contact with individuals;

 

10) the employees involved in the activities subject to the sectoral protection measures provided in points 2, 3 and 4 of annex no. 2, which interacts directly with customers.

 

6. The Decision of the Extraordinary National Commission for Public Health no. 54 of April 29, 2021 and points 2, 3, 4 of the Decision of the Extraordinary National Commission for Public Health no. 59 of 13 August 2021.

 

7. The extraordinary territorial commissions of public health will ensure the revision of all the approved decisions, bringing them in accordance with the decisions of the Extraordinary National Commission of Public Health.

 

8. Public authorities shall cooperate with the media to inform the public of the provisions of this Decision and of the need for strict compliance with restrictive measures and measures to prevent and control COVID-19 infection.

 

9. The decisions of the Extraordinary National Commission of Public Health are executory for the central and local public administration authorities, for natural and legal persons, regardless of the field of activity and the legal form of organization.

 

10. Failure to comply with the mandatory public health measures set out in this decision constitutes a danger to public health and will serve as a basis for the application of measures of contraventional and / or criminal liability of individuals and legal entities.

 

11. Public order authorities and control bodies are requested to step up their supervision of compliance by individuals and legal entities with measures to prevent and control COVID-19 infection, in accordance with their areas of competence.

 

12. This Decision shall enter into force at the time of its issue and shall be published on the official website of the Government.

Annex no.1

 

to Decision no. 62 of September 22, 2021

of the Extraordinary National Commission for Public Health

 

COVID-19 infection prevention and control measures applicable at national level

 

1. COVID-19 infection prevention and control measures shall be established at national level:

 

1.1 Mandatory wearing of masks in all enclosed public spaces, including public transport, as well as in open spaces where it is not possible to observe a physical distance of at least 1 (one) meter. The mask should cover both the mouth and the nose;

 

1.2 observance of the physical distance between persons of at least 1 (one) meter, except in cases when, by special provisions, it is established the observance of another distance between persons or in the case of the rules for transporting persons in public transport;

 

1.3 observance of hand hygiene rules;

 

1.4 observance of the rules of respiratory hygiene;

 

1.5 observance, under their own responsibility, of the self-isolation regime by the persons for whom the respective regime is established;

 

1.6 compliance by natural persons located in the quarantined territories or institutions with the measures imposed by the authorities;

 

1.7 personal monitoring by each individual of the state of health. Early referral to a family doctor or healthcare institution at the onset of the first specific symptoms of COVID-19 infection.

 

2. The leaders of public and private medical institutions, of socio-medical institutions and of rehabilitation / recovery / balneo-sanatorium institutions shall ensure the implementation, under personal responsibility, of the following measures for the prevention and control of COVID-19 infection:

 

2.1 encouraging staff vaccination against COVID-19;

 

2.2 strict implementation of COVID-19 infection control measures, in accordance with the normative acts in force;

 

2.3 organizing the fluidized access of the visitors and companions within the institution / provider;

 

2.4 performing the triage and daily monitoring at COVID-19 of the patient / beneficiary / companion;

 

2.5 organizing and performing the daily triage of the staff employed at the beginning of the work shift;

 

2.6 providing personnel employed with protective equipment according to the risk of exposure;

 

2.7 monitoring the correct use of protective equipment;

 

2.8 providing the institution with disinfectants, including hand hygiene, and organizing cleaning and disinfection measures;

 

2.9 organizing on-the-job training of staff on measures to prevent, control and control COVID-19 infection;

 

2.10 organizing the activity and arranging the workplace in compliance with the prevention measures according to the Practical Guide “Key measures for the prevention of COVID-19 infection at the workplace”, approved by the Ministry of Health.

 

3. The heads of public and private institutions shall ensure the implementation, under personal responsibility, of the following measures for the prevention and control of COVID-19 infection:

 

3.1 ensuring a safe work environment, facilitating and actively encouraging subordinate staff to vaccinate against COVID-19, as the most effective public health measure and basic intervention in the prevention and control of SARS-CoV-2 infection;

 

3.2 ensuring compliance with sanitary measures at work, such as ventilating enclosed spaces, respecting social distance and wearing a mask in all enclosed spaces by all persons regardless of vaccination status;

 

3.3 strict implementation of COVID-19 infection control measures, in accordance with the normative acts in force;

 

3.4 organizing the fluidized access of the visitors and companions within the institution / provider (as the case may be) wearing the protective mask;

 

3.5 monitoring the health of employees at the beginning of the working day, ensuring records. In case of the presence of the symptoms of an acute respiratory infection, the employee is not admitted to work, he isolates himself and informs the family doctor;

 

3.6 providing personnel with sufficient quantities of personal protective equipment (masks, gloves, visors, as appropriate);

 

3.7 monitoring the correct use of masks (the mask must cover both the mouth and the nose);

 

3.8 Installation of alcohol-based hand sanitizers at visible entrances;

 

3.9 In order to avoid congestion in public transport, central and local public authorities and institutions, public and private employers will organize, in the case of the possibility of adjustment to the type of activity carried out, the work schedule so that staff are divided into groups starting , respectively to finish the activity at a difference of at least one hour ("in fans"). The program of employees who have children of preschool and school age will be adjusted to the activity program of educational institutions.

 

4. The administrators of the public alimentation units will ensure the observance of the following specific measures for prevention and control of COVID-19 infection:

 

4.1 encouraging vaccination against COVID-19 by unit staff, whose activity involves direct contact with customers;

 

4.2 monitoring the health of employees at the beginning of the working day, ensuring records. In case of the presence of the symptoms of an acute respiratory infection, the employee is not admitted to work, he isolates himself and informs the family doctor;

 

4.3 providing personnel with sufficient quantities of personal protective equipment (masks, gloves, aprons and visors, as appropriate). Monitoring the correct use of masks (the mask must cover both the mouth and the nose), as well as the frequency of change of protective equipment;

 

4.4 installation of alcohol-based hand sanitizers at the entrance to visible places;

 

4.5 excluding the possibilities of creating agglomerations by ensuring the observance of the physical distance of 1 (one) meter between persons, except for persons at tables. The concomitant serving of meals for a maximum of 4 people will be allowed, except for groups made up of family members;

 

4.6 application of plexiglass / glass protection screens to houses and places for taking orders;

 

4.7 ensuring the conditions for the observance of hand hygiene, after each client, when preparing dishes - before and after any contact with food;

 

4.8 sanitation and disinfection of service tables after each client;

 

4.9 sanitization and disinfection of the work spaces of the personnel, service spaces and sanitary groups every 2 hours, with the registration of these works in a special register, kept by the operator in free form.

 

5. The administrators of the retail establishments shall ensure compliance with the following specific measures for the prevention and control of COVID-19 infection:

 

5.1 ensuring the fluidized access of the visitors / buyers inside the commercial unit;

 

5.2 admission in the managed commercial spaces of a limited number of visitors / buyers, exclusively provided with protective masks, resulting from the norm 1 person per 4 m2 of the free commercial space. Children up to the age of 12 will not be subject to these restrictions and will be admitted to the commercial space together with the accompanying adults;

 

5.3 the installation, at the entrance to the managed commercial space, in visible and accessible places for visitors / buyers, of the dispensers with alcohol-based disinfectant solution for the observance of the hygiene of the clients' hands;

 

5.4 monitoring the health of subordinate employees at the beginning and during the working day, ensuring records. In case of detection of symptoms of acute respiratory infection, the employee is not admitted to work, self-isolates and informs the family doctor;

 

5.5 providing personnel with sufficient quantities of personal protective equipment (masks, gloves, aprons and visor, as appropriate). Monitoring the correct use of masks (the mask must cover both the mouth and the nose), as well as the frequency of change of protective equipment;

 

5.6 the admission in the commercial space managed exclusively of the visitors / buyers insured with protective masks, except for the children less than or equal to 12 years old;

 

5.7 creating a maximum number of houses, with their organization especially during rush hours, in order to avoid the creation of crowds. Installation of visible signs / indicators on the floor to ensure compliance with the physical distance of 1 (one) meter near the houses;

 

5.8 installation of plexiglass / glass protection screens in houses;

 

5.9 sellers and workers of commercial units will warn customers about the need to respect the physical distance of at least 1 (one) meter, except for members of a family or groups of up to 3 people;

 

5.10 processing with disinfectant products the surfaces with which the buyers physically contact (baskets, trolleys, etc.) and ensuring the wet cleaning regime at least 3 (three) times a day, with the registration of these works in a special register, prepared by the operator in free form.

 

6. The administrators of the shopping centers will ensure the implementation and monitoring of the observance of the prevention and control measures COVID-19 specific for the activity of the shopping centers:

 

6.1 admission to the shopping center exclusively of visitors / buyers provided with protective masks, except for children under 12 years of age;

 

6.2 monitoring the health status of subordinate employees at the beginning of the working day, ensuring records. In case of detection of symptoms of acute respiratory infection, the employee is not admitted to work, isolates himself and informs the family doctor;

 

6.3 warning visitors / buyers about the obligation to respect the physical distance of 1 (one) meter, except for members of a family or groups of maximum 3 people;

 

6.4 monitoring the sanitation by each visitor / buyer of the hands by means of dispensers with alcohol-based disinfectant solution installed at the entrance to the shopping center, elevators, toilets and at each level / floor;

 

6.5 the admission inside the Shopping Center of a limited number of visitors / buyers, resulting from the norm of approx. 1 visitor per 4 m2 of commercial space;

 

6.6 placing at the entrance to the shopping center the information regarding the number of visitors who may be at the same time inside the shopping center;

 

6.7 monitoring the number of persons who are simultaneously inside the shopping center, through the electronic system of counting persons at entry and exit or through physical monitoring by security personnel;

 

6.8 placement of warnings about the limit of the number of people who may be at the same time in the common areas inside the shopping center (eg: toilet, elevator, etc.), based on the need to ensure a distance of at least 1 (one) meter between people;

 

6.9 opening to the maximum all access roads in order to avoid the creation of congestion at the entrance / exit in / from the shopping center;

 

6.10 separating the entry and exit points by installing the respective indicators, if the unit has such technical possibilities;

 

6.11 installation of signs on the floor (indicators) in front of automatic service equipment (such as ATMs, coffee / tea makers, payment terminals, etc.) to comply with the physical distance of 1 (one) meter between persons;

 

6.12 Ensuring with a sanitization of at least 2-3 times a day the intensively exploited surfaces (elevator, escalator, WC, ATMs, payment terminals, stairs, etc.);

 

6.13 informing traders and buyers about public health measures to prevent COVID-19 infection through the local radio station or other audio devices, if any, as well as by displaying information materials that promote hygiene and infection prevention rules.

 

7. Market administrators and economic operators in their territory shall ensure compliance with the following specific measures for the prevention and control of COVID -19 infection:

 

7.1 the admission on the territory of the market exclusively of the visitors / buyers insured with protective masks, except for the children less than or equal to 12 years old;

 

7.2 monitoring the health of employees at the beginning of the working day, ensuring records. In case of detection of symptoms of acute respiratory infection, the employee is not admitted to work, isolates himself and informs the family doctor;

 

7.3 warning visitors / buyers about the obligation to comply with the physical distance of 1 (one) meter, including at the request of sellers / traders;

 

7.4 organizing and monitoring the flow of visitors / buyers, ensuring a distance between the outflows and separate inflows;

 

7.5 installation in visible and accessible places for visitors / buyers of dispensers with alcohol-based disinfectant solution for the observance of hand hygiene;

 

7.6 compulsory insurance of all employees / traders with protective equipment (masks, gloves);

 

7.7 organization of commercial places with the observance of a distance of 2 meters between them;

 

7.8 Ensuring the proper functioning of the sanitary units (toilets, locker rooms) on the territory of the markets (pavilions, etc.), their permanent provision with solutions / disinfectants, connection to the aqueduct network, sewerage system;

 

7.9 the organization by the trader of the measures for disinfection of the inventory and work surfaces with alcohol-based solutions, with a periodicity of at least 3 hours, without deteriorating the quality and safety of the food products;

 

7.10 carrying out, at the end of each day, the disinfection of the work equipment / inventory, the refrigeration equipment, the storage and marketing spaces of the products / goods, the counters and the entire territory;

 

7.11 informing traders and buyers about public health measures to prevent COVID-19 infection through the local radio station or other audio devices, as well as by displaying information materials, which promote the hygiene and prevention rules of COVID-19 infection.

 

8. Administrators of service units providing hairdressing and other beauty services (attributed to CAEM code 96.02), which will ensure the implementation and compliance with the following control and prevention measures COVID19:

 

8.1 Encourage vaccination against COVID-19 by unit staff, whose activities involve direct contact with clients;

 

8.2 organizing the provision of services ensuring a distance between persons who are waiting of at least 1 meter;

 

8.3 mandatory wearing of masks by employees and customers. The mask should cover both the mouth and the nose;

 

8.4 daily monitoring of the health condition of the employees at the beginning of the work shift, ensuring the records. In case of the presence of symptoms of acute respiratory infection, the employee is not admitted to work, isolates himself and informs the family doctor;

 

8.5 installation at the entrance, in visible and accessible places, of dispensers with disinfectant for hand processing;

 

8.6 Location of workplaces with strict observance of the distance between them of at least 2 (two) meters;

 

8.7 Providing employees with personal protective equipment (mask, gloves);

 

8.8 ventilating and cleaning the rooms at an interval of maximum 2 (two) hours;

 

8.9 processing with alcohol-based disinfectant solutions the workplace after each customer and the surfaces (handles, switches, tables, chairs, etc.).

 

9. The administrators of sports centers, sports fields and sports pools in the process of organizing individual training and contact will ensure the implementation and monitoring of compliance with the following measures for the prevention and control of COVID-19 infection:

 

9.1 the organization of activities and events as a matter of priority, when possible, is free;

 

9.2 informing coaches and athletes about the recommendations of the central specialized authority about the sanitary-epidemiological norms applicable to reduce the spread of COVID-19 infection;

 

9.3 providing employees with personal protective equipment - mask, gloves, disinfectant. Mandatory wearing of a protective mask by all employees;

 

9.4 ventilating / ventilating all spaces, including employees' offices, locker rooms;

 

9.5 disinfection of locker rooms and sports equipment used in training at the end of each training;

 

9.6 maintaining a physical distance of at least 1 (one) m between persons;

 

9.7 placing, at the entrance to the sports institution, the containers with hand sanitizer, the persons being obliged to disinfect their hands;

 

9.8 displaying, at the entrance to the sports institution, the informative leaflets regarding the hygiene measures, the maximum number of visitors that can be in the hall at the same time, the obligation to keep the physical distance of at least 1 (one) meter;

 

9.9 establishing clear cleaning and disinfection protocols both for the areas and locations used, as well as for the materials and inventory used, all equipment and spaces used being cleaned and disinfected after each training;

 

9.10 establishing and strictly observing the training schedule. The concomitant organization of the trainings will be allowed only in case of availability of several training fields;

 

9.11 allowing access within the entity depending on the capacity of the sports center / field, in order to avoid congestion, based on prior scheduling, calculated so that there is sufficient time between user groups to disinfect the space and contact surfaces;

 

9.12 informing visitors about public health measures for the prevention of COVID-19 infection through installed audio / video broadcasting systems, as well as displaying informative materials, which promote the rules of hygiene and prevention of COVID-19 infection.

 

10. The following measures for the prevention and control of COVID-19 infection are maintained when crossing the state border on the way to enter the Republic of Moldova:

 

10.1. crossing the state border on the entrance to the Republic of Moldova is allowed without restrictions under the following conditions:

 

10.1.1. presentation of the vaccination certificate against SARS-CoV-2 virus with complete vaccination schedule. Proof of immunization is valid if at least 14 days have elapsed since the completion of the complete vaccination schedule. The certificate must be presented in one of the Romanian, English, French, German, Italian or Russian languages;

 

10.1.2. presentation of the negative result of an RT-PCR test for SARS-CoV2 virus infection not older than 72 hours or the certified negative result of a rapid antigen test for SARS-CoV-2 virus infection not older than 48 hours before embarkation , for persons traveling by public transport, or before entering the territory of the Republic of Moldova, for persons traveling by their own means of transport. Confirmation must be submitted in one of the languages ​​Romanian, English, French, German, Italian or Russian;

 

10.1.3. presentation of the confirmatory medical conclusion in the case of persons who have undergone COVID-19, in the period between the 15th and the 180th day (6 months) or a confirmation of the presence of anti-COVID-19 antibodies, presented in one between Romanian, English, French, German, Italian or Russian. The confirmatory document is valid for a period of 90 days from the date of the investigation;

 

10.2. persons who do not meet the conditions set out in point 10.1 are required to comply with the 14-day self-isolation regime. The respective persons will have to complete, obligatorily, the epidemiological file, as well as will sign the declaration on their own responsibility to observe the 14-day self-isolation regime, in the declared places. In the case of minors up to 14 years of age, the epidemiological file and the declaration on their own responsibility are completed and signed by the legal representative or companion. This regimen may be discontinued after the 7th day if it performs a COVID-19 PCR test or rapid SARS CoV-2 Ag diagnostic test, and its result is negative by a confirmed act;

 

10.3. Exceptions are made from the provisions of point 10.2 for the following categories of persons, if they do not show clinical signs of respiratory infection or fever:

 

10.3.1. children up to 12 years old;

 

10.3.2. pupils / students up to the age of 18, who are to take exams, who go to study in educational institutions on the territory of the Republic of Moldova or abroad, or who travel for activities related to the completion / organization / development of studies / participation in international competitions or Olympics, with the presentation of confirmatory documents, as well as their companions;

 

10.3.3. crews and aircraft and ship service personnel seats, including the driver's seat. This exception will be valid until September 30, 2021;

 

10.3.4. persons traveling for health reasons, including the accompanying person, as appropriate (with presentation of confirmatory documents);

 

10.3.5. cross-border workers entering the Republic of Moldova from Romania or Ukraine, as well as those from the Republic of Moldova employees of economic agents from the mentioned countries, who prove the contractual relations with the respective economic agents (this exception will be valid until September 30, 2021);

 

10.3.6. holders of diplomatic, service, official and special passports and the like, as well as holders of Laissez-Passer travel documents issued by the United Nations, including family members of diplomatic and consular missions, international organizations / missions accredited to the Republic of Moldova , and / or personnel involved in providing humanitarian aid;

 

10.3.7. persons in transit (not exceeding 24 hours from the date of registration of entry into the Republic of Moldova), the transit itinerary being established by the General Inspectorate of Border Police;

 

10.3.8. the persons who are summoned by the courts / law enforcement bodies of the Republic of Moldova, as well as their legal representatives, fact proved by confirmatory documents in this respect.

 

11. Natural and legal persons performing railway and road transport activities of persons in local, urban, interurban, international traffic, as well as related activities (car / railway stations, car test stations, etc.) will ensure strict compliance with the following COVID-19 infection prevention and control measures:

 

11.1. ensuring the protection of personnel performing road transport and related activities, by:

 

(i) active encouragement for vaccination against COVID-19;

 

(ii) providing protective equipment (masks, gloves);

 

(iii) provision of disinfectants (for hands and surfaces);

 

(iv) daily triage of staff employed at the beginning of the work shift (state of health);

 

11.2. ensuring the observance of sanitary measures in the transport units, such as ventilation, insurance with disinfectants and the obligatory wearing of protective masks for drivers, tax collectors and passengers, during the trip;

 

11.3. display in all public transport units of information materials, which promote the rules of hygiene and prevention of COVID-19 infection and regular dissemination through audio and video systems installed in public transport units of messages on the importance of compliance with public transport health measures;

 

11.4. adjusting the travel timetable and mobilizing the available transport units as much as possible, especially during peak hours (7.00 - 10.00 and 16.00 - 19.00), in order to avoid crowds of passengers;

 

11.5. monitoring the health of staff during the working day, ensuring records. In case of the presence of symptoms of acute respiratory infection, the employee is not admitted to work, isolates himself and informs the family doctor;

 

11.6. increasing to the maximum by the stations and car stations duly authorized the number of counters for the sale of travel tickets;

 

11.7. permanent monitoring of the flow of people and non-admission of the creation of agglomerations;

 

11.8. observance of the measures for cleaning, disinfection of the surfaces in the railway stations, bus stations and means of public transport at the beginning of the working hours, but also after each route / race performed at the terminus station;

 

12. Carrying out the activity of religious cults, related to the organization of religious gatherings, officiating services and prayers of a collective or private nature, divine services or other traditional religious events in compliance with the following measures to prevent and control COVID-19 infection:

 

12.1. organizing, if the weather conditions allow, religious activities officiated by outdoor worshipers while maintaining a physical distance of 1 (one) meter between persons and wearing a protective mask;

 

12.2. the admission of a limited number of persons inside places of worship, so as to ensure an area of ​​at least 4 m2 for each person and a physical safety distance of at least 1 (one) meter between persons participating in religious activities (excluding servants of worship). The flow of people will be directed so as to avoid the formation of crowds. The servants of worship will ensure the strict observance by all the persons entering the place of worship of the provisions of the present sub-item;

 

12.3. installation at the entrance to the place of worship, in visible and accessible places, of dispensers with alcohol-based disinfectant solution for the observance of hand hygiene. At the entrance to the place of worship and the place of organization of services, each person is obliged to disinfect his hands;

 

12.4. the obligatory wearing of the protective mask during the whole stay inside the place of worship. The mask should cover both the mouth and the nose;

Public health measures to prevent the spread and control of COVID-19 infection during the state of emergency

 

1. In the administrative-territorial units (ATU) of the first level, ATU of the second level: the municipalities of Chisinau and Balti and ATU of the autonomous territorial unit Gagauzia, in which the incidence of cases of COVID-19 infection is less than 50 cases per 100 thousand population for the last 7 days cumulatively, the green alert threshold is established and the measures for the prevention and control of COVID-19 infection are applied, according to annex no. 1.

 

2. In the administrative-territorial units (ATU) of the first level, ATU of the second level: the municipalities of Chisinau and Balti and ATU of the autonomous territorial unit Gagauzia, in which the incidence of cases of COVID-19 infection is between 50 and 99 cases per 100 thousand population for the last 7 days cumulatively, the yellow alert threshold is established and the measures for prevention and control of COVID-19 infection are applied, according to annex no. 1, the provisions of art. 4 of the Decision of the National Extraordinary Public Health Commission no. 61 of 9 September 2021 and the following measures:

 

2.1. The educational institutions will operate in the usual regime, with physical presence, in compliance with the precautionary measures in force, according to the instructions approved by the CNESP decisions.

 

2.2. Members' access to medical institutions and placement institutions is prohibited.

 

2.3. Catering establishments shall operate at full capacity, in accordance with the measures set out in Annex 1.

 

2.4. The organization of private events (weddings, baptisms, festive meals) will be allowed based on one of the options:

 

a) with the participation of a maximum of 100 people in indoor spaces or 150 people in outdoor spaces, with the provision in the service space of an area of ​​at least 2 m2 for each visitor / client, or

 

b) with the participation of at most 300 people in indoor spaces or 350 people in outdoor spaces, with the provision in the service space of an area of ​​at least 2 m2 for each visitor / client, with the obligation for them to present the COVID certificate- 19 provided in point 5, to the person designated by the administrator of the space where the event takes place.

 

2.5. The recreational areas and the amusement parks will organize their activity, with the assurance of a surface, in the space destined for the visitors / clients, of at least 2 m2 for each visitor / client.

 

2.6. Sports / fitness centers will organize their activity based on one of the options:

 

a) ensuring an area of ​​at least 4 m2 per person,

 

or

 

b) at maximum capacity, if all the clients present at the entrance to the unit the COVID-19 certificate provided at point 5 to the personnel designated by the administrator in this respect.

 

2.7. Sports events will be organized based on one of the options:

 

a) with the participation of spectators up to 50 percent of the maximum capacity of the space, both indoors and outdoors, or

 

b) at a capacity of 75 percent, with the obligation for all spectators to present at the entrance to the space where the activity takes place the COVID-19 certificate provided in point 5 to the staff designated by the administrator in this regard.

 

2.7.1 * With the exception of point 2.7, sporting events under the auspices of specialized international federations shall take place in accordance with the protocols established by them.

 

2.8. Scientific meetings, conferences, seminars or other similar events will be organized based on one of the options:

 

a) with the participation of a maximum of 150 persons in indoor spaces or 200 people in outdoor spaces, with the provision of an area of ​​at least 2 m2 for each person, or

 

b) ensuring an area of ​​at least 2 m2 for each person, without limiting the number of participants, with the obligation for all participants to present the COVID-19 certificate provided in point 5 to the person designated by the administrator of the space where the event takes place.

 

2.9. The activities provided in art. 4 of the CNESP Decision no. 61 of September 9, 2021 will take place under the following conditions:

 

a) at the maximum capacity provided for the activities inside the theaters, cinemas, concert halls, in closed and open spaces, with the obligation that all visitors / clients present at the entrance to the unit the COVID-19 certificate provided in point 5 to the staff designated by administrator in this regard;

 

b) at a capacity that ensures an area, in the space for visitors / customers, of at least 4 m2 for each visitor / client, for the activities inside the nightclubs and dance floors, with the obligation that all visitors / clients present at the entrance in the unit the COVID-19 certificate provided at point 5 to the personnel designated by the administrator in this respect;

 

c) outdoor events, such as shows, concerts, festivals, etc. is organized with a maximum of 2,500 spectators, with the obligation that all visitors / customers present at the entrance to the unit the COVID-19 certificate provided in point 5 to the staff designated by the administrator in this regard.

 

3. In the administrative-territorial units (ATU) of the first level, ATU of the second level: the municipalities of Chisinau and Balti and ATU of the autonomous territorial unit Gagauzia, in which the incidence of cases of COVID-19 infection is between 100 and 249 cases per 100 thousand population for the last 7 days cumulatively, the orange alert threshold is established and the measures for prevention and control of COVID-19 infection are applied, according to annex no. 1, as well as the following measures:

 

3.1. General education institutions will operate on a regular basis, with physical presence, in compliance with the precautionary measures in force, according to the instructions approved by the CNESP decisions, and technical and higher vocational education institutions will operate on-line, except for practical hours which involves the use of technical equipment / laboratories.

 

3.2. Members' access to medical institutions and placement institutions is prohibited.

 

3.3. Public and private entities will organize the work regime under the following conditions:

 

a) with the introduction of work at home, if the specifics of the activity allow;

 

b) with the introduction of the differentiated work schedule, if it is not possible to work from home, by dividing the employees into groups that start, respectively, to end the program at a difference of at least one hour;

 

c) when establishing the program according to point b) the employers will give priority when establishing the work schedule to the employees who have minor children in maintenance.

 

3.4. The catering units will organize their activity at maximum capacity in the outdoor spaces, and in the indoor ones based on one of the options:

 

a) with the use of at most 35 percent of the number of existing seats inside; or

 

b) with the use of at most 75 percent of the number of existing seats inside, with the obligation that all customers present at the entrance to the unit the COVID-19 certificate provided in point 5 to the staff designated by the administrator for this purpose.

 

3.5. The organization of private events (weddings, baptisms, festive meals) will be allowed with the participation of up to 200 people indoors or 250 people outdoors, with the provision of at least 2 m2 for each space serving space. visitor / client, with the obligation for them to present the COVID-19 certificate provided in point 5 to the person designated by the administrator of the space where the event takes place.

 

3.6. 3.7. 4. 5. Covid-19 certificate means any of the following documents:

 

a) the vaccination certificate against COVID-19 with the complete vaccination schedule (on paper or in digital format); proof of immunization is valid if at least 14 days have elapsed since the completion of the complete vaccination schedule;

 

b) the medical conclusion confirming that the person has undergone COVID-19, in the period between the 15th day and the 180th day (6 months) or an act confirming the presence of anti-COVID-19 antibodies; the confirmation of the presence of anti-COVID-19 antibodies is valid for the period of 90 days from the date of the investigation;

 

c) the result of a diagnostic test for COVID-19 (rapid diagnostic test for AgSarsC-oV-2 performed no more than 48 hours before or PCR test for COVID-19 performed no later than 72 hours before).

 

6. Persons under 18 years of age shall be exempted from presenting the Covid-19 certificate for accessing the spaces or events provided above. In order to comply with the rules on the limits of persons and / or space provided for accessing spaces or events with Covid-19 certificate, persons under 18 years of age are included in the number of persons who can access that space or event.

 

7. Depending on the evolution and trend of the epidemiological situation, after 18 October 2021, the Extraordinary National Commission for Public Health will review this annex and examine the appropriateness of replacing the Covid-19 certificate provided for in point 5 with the Vaccination Certificate.

 

8. If the national incidence rate exceeds 350 cases per 100,000 population for the last 7 cumulative days, the National Extraordinary Public Health Commission shall be convened within 24 hours to decide on the need to submit to the Commission for Exceptional Situations. of the proposal to declare a state of emergency.
